Maior a complexidade de um fenômeno, maior o risco de resultar em caos, entropia... E essa lógica também cabe perfeitamente à sociedade humana, em que, quanto mais complexa, maior a necessidade de um estado regulador. Portanto, não faz sentido defender por um estado mínimo... E se o verdadeiro problema não é o tamanho do estado e sim a sua qualidade.
